Off-roster refers to firearms that do not appear on California's safe handgun roster of approved handguns for sale to the general public. California law does allows police officers to purchase these off-roster handguns. The roster only effects NEW firearms. Currently, used handguns can be sold to the general public even if they are not on the roster. Also known as private party transfers.
